The GitLab repository for the VTE is changing location and structure

In preparation for making the VTE easier to find and use, we are doing the following:

  1. Move the VTE gitlab repository from the mergetb/prototypes path to the mergetb/vte path [Status - completed on 7/30/2020)]
    2. Promote the contents of the integrated directory to the top-level of the repository [Status - Not going to do this, deferring paying this tech debt down until much later in the year)]
  2. Start using feature branches to support parallel lines of development [Status - done!]
